It's actually very surprised when I heard this today (I'm not Japanese but I live in Japan). Despite being known as a country very developed in technology, you'd be shocked to know how stubborn they are in sticking to the old ways (e.g. requiring a physical chop instead of a signature, application for government stuff has to be sent by post), not to mention the ruling class is completely dominated by old people. I'm curious to see how this will go, although I'm pretty skeptical about "digital currency" issued by any government.
