Children that age don't understand the implications of their actions. A child that age would launch nukes because they didn't get ice cream if the button was in front of them. And no doubt this is a very troubled child. What is absolutely insane is that this child was able to procure a gun and get it to school and evidently had learned from someone how to fire it.
