The law is just the first step. the biggest thing to do is to keep on pushing a cultural change and educate people on repair and tech in general. Any self respecting human should strive to at least know the basics of what he's purchasing. We also need to push for transparency and remove unnecessary complexity over of the things any consumer should know among tech companies, this would make these things a lot easier.
