I don't like seeing this happen. Community members shouldn't be impersonating other members. This type of behaviour will likely attract alot of downvotes.

I'm not sure a reporting feature is needed currently as users can always drop a post in the support feed about issues but it's a nice idea and something to consider in the future as the pool of admins grows.
Overall I prefer the communities as a whole deal with these sort of things by downvotes without the need for a set of central arbitrators. Obviously if a post is blatantly offensive then there is already a report button for this.
