In some cases what they are posting is Relevant but it doesn't get upvotes because they haven't provided a link to the source. Do you mean linking to the same news that was previously posted in another community? Is there a way to link them? It happened to me twice to post stuff that was already posted (did not notice) and I was not aware I can then link them.

He just means copy-pasting articles without a link, which a lot of new users are doing. In the backend the same article from another community is linked, but UX doesn't really show it right now (other than total number of comments which is a bit confusing probably).
