You neglected to mention the biggest waste of money....trillions upon trillions of dollars wasted on foreign wars since WWII, a military larger than the next 7 major countries combined, trillions more on the War on Drugs. covert actions, citizen surveillance, etc.

This issue could be resolved if there was the political will to close all possible loopholes. I don't see that happening under the current political system!
