Like most industrial plants in the United States, most people who normally live near the Limetree Bay Refinery are black or Latino, and most of them are poor. Decades later, however, the locals listed the damage in full. In 2011, the agency reported that it had recovered more than 43m gallons of oil from the island's groundwater in 30 years.
