Whilst its a worthy cause to try and get companies to pay taxes where they operate, this also feels like a move to reign in big tech and wealthy global nomads; who's power has grown immensely in recent years. Maybe these countries should actually improve the services they provide instead of setting a flat rate regardless of the quality of the them? Either way unless they offer some good incentives (or punishments) I fail to see why any of the usual tax havens would agree to this. Large corporations will also likely turn to a bit of accounting wizardry to avoid most of this tax.
