Some people retweet without reading

Exactly - they are not actually trying to solve the problem, which isn’t only retweeting. These are bandaid solutions to a larger issue of the attention economy and engagement-based algorithms. Simply prompting users to think about what they are sharing before they hit the retweet button doesn’t change the fact that posting outrageous content will get you more likes/attention.
