Admins have no control over either of these things. Payouts will drop if more people/REL are staking; which at glance appears to be the case. The flip side is that if you spot a good article and stake before someone else then your Payouts will be increasing. Passive staking will generate less returns compared to active curation as the network expands, so now is a good time to home those curating skills.
