Votes has nothing to do with time (no time restrictions whatsoever), that's why you can upvote/downvote any post at any time. Staking however deals with time, which is why you can't stake on a post again after three days.
To address your question, know that there is nothing like 'first voter' or 'second voter' - it doesn't matter.
Bets as well are not qualified in terms of positions, they are rather quantified in terms of shares which is determined by time.
Let's look at it this way; if A stakes/bets on a post 1minute after the post is up, 100coins could have the capacity of acquiring 20shares, if B then comes after 24hrs, 100coins might not be able to acquire more than 10shares at this time. (A and B representing members/users).
So, the amount of coins staked matters too.
