Admins are not obligated to make posts, and a lack of posts from admins does not mean they are inactive. I personally spend most of my time curating. I post rarely, partially because I spend a lot of time curating and reading other people's posts, partially because I am very selective when it comes to sharing things on Relevant. It's not a numbers game.

In an ideal world, I would basically never post because so many attuned community members have already shared the relevant gems I might wish to share. In fact this is starting to happen in some communities, where something I was about to share was shared an hour or two earlier. If you want more say in a community, work on building your own REP through high quality contributions. If you want to see quality, relevant, content in a community that is not already there, share it yourself. Admins are really just in a community to 'get the ball rolling' as it were. Ultimately, the system will move towards ever greater decentralization, so stop focusing the admins as we are working to make ourselves obsolete. Focus on quality, relevant, contributions instead.
