The heaviest users of cigarettes and other tobacco products tend to be middle-income or lower-income Americans, federal data shows. As many as 80 percent of smokers have incomes less than $200,000 annually, according to data presented to the House Ways and Means Committee, the tax-focused panel that debated the idea on Tuesday.
