Not just Ireland but the world. I sense they are acutely aware that as everything becomes digital, companies are less likely to be inclined to stay in countries like the US when they now can go shopping for better rates and services. Obviously it's being portrayed as a way to stop those naughty companies from paying their "fare share" of taxes which is admirable, but it's also an attempt to tie them down in a world where geography is no longer the boundary is once was.
