My concern is that a refundable tax credit hits those who make enough money to pay income taxes, but for those below that income level what? I can't see the article (paywall). (I subscribe to 7 papers - there's a limit.)

It would seem that moving on to Biden-Romney legislation for a near-universal refundable tax credit for kids—anti-child poverty, pro-family—would be a good bipartisan effort after the COVID relief package goes through via reconciliation.
