I am not certain if this is economics proper, but it certainly touches on how incentives can modify behavior in problematic ways. It is also an important piece.

Yes, I think it's better suited to the News section but such was the interest of the piece, it got my vote.

I agree with Simon and yourself that it is a very important article but it's only tenously about economics. I still upvoted it because of its high quality content, but I think we have to be careful we're not opening the door to other articles that are only loosely about economics; unless we want to broaden the scope of this feed?
